My Manager recently attended a conference by Tom Griffiths, creator of Note and FLoat program, which suggests all non-swimmers be put in TYpe III lifejackets during open swims. Have any of you adopted this in whole or part? What did it cost to implement? Did you get any resistance from patrons? How did you educate parents?

Cost factor: look into the National Water Safety Congress Grass Roots grant program. Great opportunity to apply for a grant that could possibly pay for the lifejackets.

Just because tom thinks you should do it doesn't make it the right thing to do. Depends on pool shape and depth, number of lifeguards on duty, policy for parents or guardians being near kids in the water, supervision on deck, etc...
