Poop in the pool

So far this season we have had to shut our facility for fecal release 11X. We have been handing out flyers in english & spanish with our swim diaper policy, have diapers on site for those who need them and make frequent punblic announcements. It doesnt seem to be helping.......what do you guys do to avoid this happening at your facility? Im at a loss and the public is rightfully furious.....Any suggestions?
